Candy A. Harper

Candy has been a Lenawee County Resident since 1979 and has raised two children there. She graduated from Siena Heights University in 1994 with a Bachelor’s Degree in Human Services-Concentration in Psychology. While she has enjoyed working with the public throughout her nine years as a cashier at Meijer, her passion for helping has truly been met in her nearly-30-year career with Family Counseling and Children’s Services (now the Catherine Cobb Safe House).

Candy began her career at Family Counseling & Children’s Services in their child welfare programs (first in Foster Care and then Wraparound program) where she provided the support needed by abused and neglected children in temporary care while supporting parents in their efforts to make the changes necessary to provide safe homes for their children. She later worked with teens as a PostPoning Sexual Involvement facilitator in local middle schools and with elementary students and their parents as a School Success Coordinator in a local Elementary school.

Since 2003, Candy has been a passionate advocate for survivors of domestic and sexual violence. In addition to her 23 years spent as a Legal Advocate, she has also served as a Shelter Program Supervisor for two years, Batterer Intervention Coalition of Michigan board member for approximately two years (2013/2014), and co-facilitator of the Lenawee County Domestic Violence Task force for approximately 15 years. As an advocate, Candy has provided numerous community education presentations to social service agencies, community civic organizations, and the community at large. She is looking forward to a refreshed relationship and continued commitment to the work as a returning BISC-MI Board Member 2026.

Candy is on a mission to create a community in which every single person feels safe in their home, and she has lived her life – both professionally and personally – in a manner that demonstrates this commitment.
